DMsG terms of reference

The Database Monitoring sub-Group (DMsG), which is a sub-group of PIAG, will continue to operate under the ECC. Its terms of reference are:

  • To oversee the protocols for use of Hospital Episode Statistics (HES) data and, in relation to HES data, to respond to requests for advice received from Information Centre for Health and Social Care and linkage work with the Central Register (formerly known as NHSCR
  • To monitor Information Governance issues in relation to national databases, currently: HES, NSTS & the Central Register (NHSCR) but also their replacements SUS and PDS. In particular, to monitor information security aspects.
  • To consider applications for access to sensitive but non-identifiable data held in the national databases.
  • To consider applications for access to data held on the Central Register and by the National Strategic Tracing Service.
  • To advise the Ethics and Confidentiality Committee about information governance issues in relation to the national databases or other concerns that arise in the course of their work, in particular in relation to information security.

In addition to its membership, the Chair, in consultation with the Chair of ECC, may co-opt members with particular professional or technical knowledge as required.
