Open Session Meetings for COC & COM

If you would like to attend COC or COM meetings as an observer please contact the secretariat for further information or complete an application form.

Applications

You can apply to attend either any forthcoming meeting or for a specific subject. If you are interested in a specific subject, we will tell you when we expect it to be discussed and contact you as soon as the agenda is confirmed.

The application form asks whether you represent any group (eg manufacturers, trade associations, interest groups with specific concerns on public health or the environment). This will assist the Chairman and Committee in identifying issues about which questions might be asked.

We will accept enquiries by email or phone/fax. Applications will be dealt with by post to ensure that a valid postal address is obtained for proof of identity. The closing date for completed application forms to be received is 3 days before the meeting.

Selection of attendees

Our meeting rooms have space for a limited number of observers. Priority will be given to those who have registered a prior interest in a specific subject. Attendees will then be selected in order of receipt of applications.

When agendas are finalised the Secretariat will write to you with an invitation or an explanation if attendance at this meeting is not possible. The invitation will include all necessary information on Committee procedures and admission to the building.

Questions from observers

You will be given an opportunity to ask the Committee questions at the end of the open session but should not attempt to participate in the Committee's discussion. Further information is in the revised Code of Conduct for observers - cc0710 and mut0722.

Media enquiries

Representatives of the media should correspond with the Press Office.

Reserved business (closed session) and unpublished data

Some information may not be in the public domain at the time of discussion. Whenever possible discussions will take place in open session but sometimes part or all of an item may need to be discussed as reserved business.

Publication of agendas, papers and minutes

The agenda will be published on our website about 10 days before the meeting and any items of reserved business will be identified. Papers will be published on the web, with the exception of annexes containing certain types of unpublished data.

The minutes will be published in draft form on our website about four weeks after the meeting. The draft minutes or statements of reserved business may need to be temporarily withheld in accordance with the Code of Practice on Openness, which is published in the Annual Report of the COT, COM and COC.
