This work by the Group is the interim work in the process to address
the complex workforce issues in the various models of maternity care.
The findings in this report will therefore feed into other ongoing work
being led by the Department.

Terms of reference
-
To consider the modernisation of maternity services in the light
of the NHS Plan, Saving Lives: Our Healthier Nation and
Supporting Families, and the philosophy of a service designed
around users' needs.

To explore and identify the key factors in maternity service staffing,
structures and management that are necessary to deliver a service
which:
- Is centred around the wishes and needs of women and their families
and communities, offering women real choices over their care
- Is clinically and cost effective for both mothers and newborns,
according to the best available evidence
- Is safe, accessible, flexible and wherever possible, local
- Contributes to public health outcomes and reduces health inequalities
- Provides seamless care across the primary, secondary and tertiary
sectors
- Uses and develops professional skills efficiently and effectively
- Works in partnership with other statutory and voluntary agencies
in order to improve outcomes and user satisfaction

To make recommendations to Ministers through the Children's Taskforce,
setting out:
- models of care which, according to the best available evidence,
meet the requirements listed above
- implications for the working practices, training, development
and staffing levels of each professional group involved in maternity
care
- guidance to NHS Trusts considering changes in service provision
- guidance to Primary Care Trusts and Health Authorities on the
future commissioning of maternity care services
