History, current role and terms of reference

The Standing Dental Advisory Committee (SDAC) was established in 1946 to advise the Minister and the Central Health Services Committee (CHSC) on matters relating to services provided under the 1946 Act.

The role of SDAC is evolving. In the past SDAC performed its statutory function in three ways: developing advice (advisory role); commenting on advice developed by others (consultative role); and alerting Ministers and the Department to issues which are likely to be important in the future (monitoring role). These pages provide summaries of past meetings.

The terms of reference (amended in the NHS Act 1977) state :

It shall be the duty of a committee so constituted to advise the Secretary of State:
a. upon such matters relating to the services with which the committee are concerned as they think fit, and
b. upon any questions referred to them by the Secretary of State relating to those services.

All Members are appointed by the Secretary of State. Presidents of the relevant Royal Colleges (and others listed in the SAC Regulations 1981 and 1986) are normally appointed as members 'ex-officio'. The remaining members are appointed following consultation with representative professional bodies.

In making appointments Ministers try to provide a spread of specialties, geography and activities (prevention, diagnosis, acute, rehabilitation, chronic care; primary/secondary/tertiary; teaching/non-teaching). Appointed members are members in their own right, and are not expected to represent the interests of any professional body that may have suggested their appointment. Ministers are committed to increasing the proportion of representation by members of ethnic minority groups, women and disabled people.
