All Members are appointed by the Secretary of State, following consultation with representative professional bodies, for a period of four years staggered so that half the number retire every two years. Retiring members are eligible for reappointment. In making appointments Ministers try to provide a spread of specialties, geography and activities (prevention, diagnosis, acute, rehabilitation, chronic care, primary/secondary/tertiary, teaching/non-teaching). Members are appointed in their own right, and are not expected to represent the interests of any professional body that may have suggested their appointment. Ministers are committed to increasing the proportion of representation of ethnic groups, women and the disabled as members. Presidents of the relevant Royal Colleges (and a few others listed in the SAC Regulations 1981 and 1986) are normally appointed as members ex-officio.
