Nursing and Midwifery Advisory Committee (SNMAC)
SNMAC considered and agreed to participate in further work to support the development of a commissioning framework for renal transplant units. Individual members agreed to join a National Implementation Group to ensure that regional specialised commissioning groups were able to develop appropriate configuration based on the framework. SNMAC approved the selection of technologies for consideration by the Managing Clinical Interventions Group. SNMAC considered a paper prepared following a discussion group meeting on integrated teams and concluded that further, more radical, consideration of issues was required. SNMAC agreed to submit the paper to DH and identify areas for further consideration. SNMAC received information about the work, led by CMO, of the Expert Patients Task Force. SNMAC commented on the concept of self-management programmes. SNMAC agreed to prepare a response to the Review of Workforce Planning - A Health Service of all talents: developing the NHS workforce consultation document through a discussion group meeting. SNMAC members agreed to provide written comments on the Ministerial Initiative on Hospital Food. SNMAC welcomed Mrs Sarah Mullally attending her first meeting as CNO England. SNMAC received updates on the quinquennial review; the work of the Managing Clinical Innovations Group and progress on implementation of Making a Difference. SNMAC agreed to prepare a considered response to DH on developing work relating to integrated nursing teams in primary care, the Partners Council consultation and the Supporting doctors - protecting patients consultation. SNMAC considered draft guidance aimed to highlight issues for nurses and raise awareness of the role of the Medical Devices Agency and the strategic programme to develop the nursing, midwifery and health visiting programme. SNMAC agreed to extend the term of office of the Chairman and Vice-Chairman by six months to enable consideration of the outcome of the quinquennial review. Elections would take place at the end of the July 2000 meeting. SNMAC received an update on publication of the Mental Health Report - Addressing Acute Concerns, the quinquennial review and progress with the nursing care of older people project. SNMAC considered and endorsed a paper prepared by a school nurses/health visitors discussion group responding to specific issues raised in the Saving Lives: Our Healthier Nation White Paper. SNMAC discussed the results of the quarterly horizon-scanning trawl and developing outcomes for the end of year 1 pre-registration nurse education programmes. SNMAC agreed to prepare detailed responses on these issues. SNMAC agreed to participate in the preparation of guidance to support 'Working Together'. SNMAC received updates on the quinquennial review, the proposed project plan and terms of reference of the Care of Older People Sub-Group and publication of the mental health report. SNMAC discussed Saving Lives: Our Healthier Nation and future involvement to identify new and existing technologies. Professor Rawlins, Chairman of the National Institute for Clinical Excellence, gave a presentation on the role of NICE. SNMAC welcomed Miss Rosemary Kennedy, as CNO Wales, attending her first meeting. SNMAC received updates following discussion group meetings on Rehabilitation, Children's Services and Care of Older People. SNMAC agreed Rehabilitation raised important issues which should be revisited at a later date. SNMAC gave a high priority to further work on Children's Services and Care of Older People in an Acute Setting and agreed to establish sub-groups following the Chairman's meeting with Ministers to discuss the future work plan. SNMAC agreed to establish a sub-group to prepare a response to the Review of Prescribing, Supply and Administration of Medicines consultation document. SNMAC welcomed Mrs Christine Watson (ex-officio member), new President of the Royal College of Nursing to her first meeting. SNMAC received updates on the work of the children's services discussion group and the rehabilitation discussion group, SNMAC discussed Winter Pressures, the Tobacco Control White Paper, Nurse Consultants, Theory-Practice Integration and the Nursing, Midwifery and Health Visiting strategy. SNMAC agreed a Code of Practice for SNMAC Members, to establish a 'Care of Older People' discussion group and the submission of their Mental Health Report to Ministers. Informal, private, sessions were held during the afternoon of both days with the main business agenda taken during the morning of 7 October. SNMAC considered nurse consultants, theory practice integration and their future work programme. SNMAC received updates on the work of the Changing Nursing, Midwifery and Health Visiting Sub-group and the Mental Health Sub-group. SNMAC agreed to consider further papers on theory practice integration, take forward work on older people and convene discussion groups for rehabilitation and children's services. The Chairman and Vice-Chairman held an informal, private, introductory session for new members prior to the start of the main business agenda. SNMAC considered the future role of the Changing Nursing, Midwifery and Health Visiting Practice Sub- Group, Independent Reference Panels, the nursing implications of the SMAC Antimicrobial Resistance Sub- Group Report, Better Services for Vulnerable People, the Consultation on a Strategy for Nursing, Midwifery and Health Visiting and A First Class Service. SNMAC agreed to convene discussion group meetings in July and September to consider A First Class Service and to participate at an Independent Reference Panel workshop during September. The Chairman welcomed ten new members to the Committee - Mr John Archer, Mrs Gina Higginbottom, Mrs Grethe Ridgway, Mrs Vicky Bailey, Mrs Karen Parsley, Mrs Gillian Husband, Mrs Jean Lawrence, Professor Mel Chevannes, Mrs Sue Studdy and Mrs Sally Fletcher. SNMAC received an update on the work of the SMAC Antimicrobial Resistance Sub-Group and were advised that the Report would be submitted to Ministers in July. SNMAC discussed the role of the Changing Nursing, Midwifery and Health Visiting Practice Sub- Committee. SNMAC received an update on the work of the Mental Health Sub-Group. SNMAC agreed a response to the pre-registration nursing and midwifery degree survey questionnaire. SNMAC received presentations on the Strategy for Nursing, Midwifery and Health Visiting consultation and Our Healthier Nation Green Paper and agreed that these should be considered by separate meetings of interested members. The agenda included items on Midwifery, The new NHS, Education and Training, Better Services for Vulnerable People and Mental Health. Tony Bell (Director of Purchasing and Joint Commissioning, Liverpool) was elected Chairman (unopposed) and Professor Jill Macleod Clark (Director of Nursing, Nightingale Institute, London) was elected Vice- Chairman (unopposed).
