UNITED KINGDOM XENOTRANSPLANTATION

INTERIM REGULATORY AUTHORITY

SUMMARY NOTE OF TWENTY-FIRST MEETING

HELD MONDAY 11 FEBRUARY 2002

PRESENT: Lord Habgood, Mr John Dark, Dr Janet Dewdney, Mrs Jean Gaffin, Dr Maggy Jennings, Professor Sheila McLean

SECRETARIAT: Triona Norman, Jennie Mullins

ALSO PRESENT: Dr Gee Yen Shin and Dr Laura Williamson

Item 1: Introduction

The Chairman welcomed Members and introduced Triona Norman who had recently joined the Secretariat. Triona is the new Team Leader of Transplant Services in the Department of Health.

Also present at the meeting were Dr Gee Yen Shin (St George’s Hospital) and Dr Laura Williamson (Researcher School of Law – Glasgow).

Item 2: Minutes of the last meeting

Members requested minor amendments to the minutes. The Secretariat will amend accordingly.

Item 3: Matters Arising

PPL Therapeutics

Members were copied the recent PPL Therapeutics press release, dated 2nd January 2002 announcing the "Worlds First Cloned Knock-Out Pigs" for comment.

It was noted the Secretariat received several press enquiries after the announcement. No further enquiries were received after the story of Dolly’s arthritis was published. All press cuttings relating to these stories were copied to Members for information.

Proposal for the initial surveillance of xenotransplantation

At the last UKXIRA Meeting, Dr Rushdy discussed infection surveillance report implementation, national surveillance and archiving. Comments and feedback had been received from Members and passed on.

A further brief proposal for consideration by Members has been submitted – this is further to previous proposals and feedback.

Members were content with the revised proposal though George Griffin (not present at the meeting) asked that we discuss this in further detail at the next meeting.

 

Update Murine Cell Report

The latest draft of the report was tabled for Members consideration, this included Members earlier comments.

Additional comments from Members were agreed and the report would be updated in due course.

Proposals for Open Meeting 2002

Secretariat agreed to look at alternative venues for the meeting Members were asked for help with a programme for the Open Meeting to be held in September.

It was agreed that speakers outside the Authority would be approached. A representative from the Dutch Consumer and Biological Foundation was suggested. The Secretariat will look into this option.

Annual Report

Members were asked for suggestions/contributions for the Fourth Annual Report. Due to staff changes within the Department this is now a priority and Members will be called upon for help when this is underway.

Item 4: International Publication

Member’s were copied for information and asked for comments on the following publications:

OECD/WHO Consultation on Xenotransplantation surveillance – the report summarises the issues, topics and considerations discussed at the OECD/WHO meeting in Paris October 2000.

Xenotransplantation – Final report in respect of the public debate on xenotransplantation. In November 2000, Mrs Borst, the Dutch Minister of Health, Welfare and Sports agreed to a public debate on xenotransplantation. This is the final report of that debate.

Item 5: Update on developments:

Published Articles & Press Cuttings

Members considered recent published articles on xenotransplantation.

A total of 19,658 postcards opposed to xenotransplantation had been received since the campaign began. This included 14 postcards received since the last meeting.

Item 6: Any Other Business

Members suggestion

Members suggested that UKXIRA run over outstanding issues to clarify where we are and what action is outstanding. This would be particularly helpful with Triona recently joining the team. Items that need to be addressed include the publication of the Infection surveillance/bio-security documents. The proposed Change of Definition and new appointments.

It was Sheila McLean’s last meeting as an UKXIRA Member and the Chairman thanked her for her contribution to the Authorities work over the last four years.
